I cancelled my Oman trip once. Fear made that call. Research undid it. Here's what 30+ meetings on the ground actually revealed — and why I'm going back.

The story
My family thought I was making a mistake.
The region had just erupted. There was conflict nearby. My family was worried — and honestly, so was I. I cancelled. But something kept pulling me back. So I did what I always do when a decision really matters: I went deep. Oman's history. Its foreign policy. Its geography. And most importantly — its unbroken neutrality through every regional storm of the last 50 years.

I sat my family down and walked them through it. They weren't fully convinced. But they trusted me. So I went.

What the market is
actually telling me.
Regional investors are quietly moving in
Investors from neighbouring countries — including Iranians — are buying Omani real estate. I heard this directly from lawyers and developers handling the actual paperwork, not from headlines. This kind of capital movement is a leading signal, not a lagging one.
Omanis are investing in their own country
When locals start putting serious capital into domestic real estate, it tells you something about confidence that no macro report can. I saw this consistently across conversations with developers, lawyers, and investors throughout Muscat.
Pakistani entrepreneurs are waking up to Oman
Bilateral ties are strengthening at both government and business level. That said, the process has tightened — after an initial two-year window, business setup visas for Pakistani entrepreneurs are no longer approved as freely, and every application now goes through extra scrutiny.
Vision 2040 is off the page and on the ground
Projects are funded. Contracts are live. Headcounts inside ministries are growing. The government has doubled down, and momentum has increased since the war started. This is execution — not vision-board culture.
Sultan Haitham City residency — tied to a 30% down payment
This is residency offered through Sultan Haitham City, available after a 30% down payment. I met with developers and ministry contacts directly — it's coming soon, and like everyone else, we're waiting for it.
Short-term caution is building the long-term case
Investors are in wait-and-see mode. Supply is delayed. Construction costs are rising. These are real headwinds worth acknowledging. But for those with a longer horizon, delayed supply against rising demand tends to resolve in one direction.
Off-plan pricing isn't real until the secondary market is alive
The true price of off-plan units won't be tested until the secondary market actually wakes up — likely by 2030. Buy after checking the fundamentals, not the payment plan or the fancy brochure.
For people thinking of relocating
Safe, calm, clean, and genuinely affordable. The Golden Residency programme offers a structured pathway in. Healthcare is solid. The expat ecosystem is better than it was five years ago — and improving.
What I didn't find answers to
Liquidity in the secondary market remains thin. Exit timelines for real estate are harder to predict than entry. And the regional picture — while stable for Oman — is not fully resolved. Anyone going in should price these realities into their thinking.
The fiscal picture
High oil prices are quietly doing Oman a favour.
Oman budgets conservatively — the 2026 budget was built on an assumed oil price of just $60/barrel. In 2025, the actual average came in at $71. Every dollar above that goes directly toward paying down national debt and funding infrastructure — not plugging holes.
Public debt has fallen from a pandemic-era peak of over 68% of GDP in 2020 to around 35% today. Inflation has stayed below 1% — one of the lowest rates in the entire region. Oman ran fiscal surpluses every year since 2022 and regained its investment-grade credit rating in 2024.
This means the government has the fiscal breathing room to keep funding projects even if the regional situation drags on longer than expected. And for investors and residents alike, that low inflation figure protects purchasing power in a way that matters day to day.
The bottom line: This is a government that built its house before the storm arrived. And the storm, ironically, is sending more revenue its way.

The Greater Muscat Structural Plan 2040 is the legally-binding master framework governing land use, transport corridors, economic zones, and coastal development across the entire capital region — from Aida in the southwest to Barka in the north. Sultan Haitham City sits within this framework as its centrepiece: a planned urban district designed to house hundreds of thousands of residents as part of Greater Muscat's expansion.
Every major developer in Muscat has aligned their pipeline to this plan. Every infrastructure spend — roads, utilities, logistics nodes — is sequenced against it. Understanding where a property or development sits within this framework is the most important piece of due diligence anyone can do before committing capital to this market.

Inside the Sultan Haitham City Experience Centre — located within the development area in Greater Muscat — there is a physical, lifesize-scale model of the entire GMSP 2040 plan. Standing in front of it, you can see the full arc from Aida to Barka laid out with every district, spine road, transit corridor, and economic node mapped in three dimensions. It is exceptionally detailed and staffed by people who actually know the plan.
